Bill would impose harsher penalties, make texting while driving a primary offense.
A bill that would impose tougher penalties on those convicted of texting while driving cleared the state Senate on Tuesday and now heads to the desk of Gov. Bob McDonnell. The bill increases the fine to $250—up from $20—for the first texting-while-driving offense and $500 for each subsequent conviction. It also makes texting while driving an aggravating circumstance to reckless driving, and so anyone convicted of such would face a mandatory minimum $500 penalty if they were texting while they were driving recklessly. Texting while driving would also become a primary offense, which means police can stop someone on the suspicion that a driver is texting; current law allows police to charge someone with texting while driving only if they've …

Former Alexandria City Councilman Rob Krupicka says education will be an area of focus for him in Richmond.
Rob Krupicka is officially a state delegate. The former Alexandria City Council member was sworn in Friday morning in Richmond as the representative to the 45th District in the House of Delegates. Krupicka’s wife Lisa, their two daughters and several friends joined Krupicka as he took the oath of office. “I’m honored to be entrusted with representing the interests of the residents of the 45th District,” Krupicka said in a press release. The Democrat defeated Republican Tim McGhee and Libertarian Justin Malkin by a wide margin in a special election held Sept. 4. The seat became vacant when David Englin resigned effective Aug. 31. Delegate-elect Rob Krupicka must resign from Alexandria City Council and the State Board of Education before taking oath of office.
Alexandria City Councilman Rob Krupicka (D) submitted his resignation letter to the mayor and other members of council on Friday. His exit is effective at 7 p.m. Tuesday, when council returns from recess for its first legislative meeting since June. Krupicka, who is in his third council term, was elected to the 45th District seat in the House of Delegates on Tuesday. The special election to replace Del. David Englin as representative of the 45th District in the House of Delegates is now a three-way race. Libertarian Party candidate Justin Malkin filed election paperwork with Alexandria this week and will be on the ballot on Sept. 4. Rob Krupicka picked up the endorsement of State Sen. Adam Ebbin (D-30th) on Wednesday in the race to replace David Englin as state delegate from the 45th District. Del. David Englin tells Gov. Bob McDonnell he hopes a special election will be held on Nov. 6.
Del. David Englin (D-45th) announced Thursday that he has submitted his resignation from the House of Delegates effective Aug. 31 and endorsed Karen Gautney to replace him. In April, Englin announced he would not seek re-election to focus on rebuilding his marriage and family. He admitted to being unfaithful to his wife. In his resignation notice to Gov. James Lander believes he can go to Richmond and build bridges that will help Democrats in the House of Delegates advance their agenda and move this state forward. Interesting point Jonathan. I'm not an advocate for texting while driving, but I also think that some of the accidents where pedestrians and cyclists are hit are because they are not observing the laws. I saw a near miss last weekend at the intersection of Mt. Vernon and Monroe where a cyclist made a left turn after the light had turned red and was almost hit by a car.
