Planning Commission Approves Changes to City's Industrial Zones

The commission agreed to amend the current city language so that schools and day care centers may operate in these specially zoned areas with approval of a special permit.

The Planning Commission last week amended current city regulations to allow schools and day care centers to operate in industrial zones.  According to Planning and Zoning official Barbara Ross, there is a specific proposal from a local early childhood provider to purchase a building on Wheeler Avenue, which precipitated the discussion. Ross said during the public meeting that City Council took up the issue in December and directed staff to bring forward a text amendment regarding the industrial zone. In answer to a question from Commission Chairman John Komoroske, Ross said the former site of the GenOn power plant is not zoned industrial. Planning Commission OKs Proposal for Emma's

Plans for the new Hume Avenue wine bar and cafe will now go before council.

A new coffee and wine bar on Hume Avenue in Del Ray moved one step closer to fruition last week when the Planning Commission approved the endeavor. Of 13 speakers who signed up to comment on the proposal put together by mother and daughter team Connie and Jackie Desrosiers, 12 were in support. "I think it will be a real asset to that end of Del Ray," said Connie Desrosiers. "We don't want to be a bar. It's a community gathering place," adding that there will be no amplified music. The old farmhouse site also includes two apartments above the proposed cafe. Council Approves Potomac Yard Development Containing New Giant

Future of Monroe Avenue Giant remains in question.

Alexandria City Council approved the construction of a six-story, mixed-use development in Potomac Yard on Saturday that will include 253 residential units and a 69,000-square foot Giant grocery store. The development will be built just off Route 1 and north of Alexandria Fire Station 209 on Main Line Boulevard between E. Glebe Road and Seaton Avenue. It will have two and a half levels of underground parking for residents and grocery store customers. Twelve of the residential units will be reserved at an affordable rate. The Giant will consume most of the ground floor of the development and is expected to include a Starbucks, bakery, pharmacy and an outdoor cafe at the corner of E. Glebe Road and Main Line Boulevard. Updated: Del Ray Pizzeria Permit Violations Carry Questions of Enforcement

City staff is allowing Del Ray restaurant to operate with twice as many seats as allowed while it applies for a revised permit.

6:40 p.m. update — Erik Dorn, one of the owners of Del Ray Pizzeria, emailed Patch the following statement: "There is no question that the owners of Del Ray Pizzeria should have been more vigilant in assuring that their restaurant operated in accordance with all of the Special Use Permit conditions imposed by the City of Alexandria as part of the administrative approval allowing DRP to open its doors in October 2010. There are no excuses. I apologize to the community and the city.   "In January 2010, DRP received a Special Use Permit to open a neighborhood restaurant with 32 seats inside and 12 outdoors seats. Easier parking on Capitol Hill? That's funny, perhaps only bc you had a residential pass. Bet you have to walk all of a block in the worst of times here. I live a block away from DRP, St. Elmo, Pork Barrel, and the Dairy Godmother, and have no issue with parking. Yes, we park in the street. Zoning Appeal Could Change Landscape of Waterfront Debate

If a Board of Zoning Appeals decision renders the rejection of a waterfront rezoning protest petition invalid, the issue may well head to court.

An attorney speaking at Saturday’s City Council public hearing indicated that he intends to appeal the director of Planning and Zoning’s decision to reject a protest petition asking the city not to rezone certain land near Alexandria’s waterfront. City Council on Saturday voted 5-2 to approve the Waterfront Small Area Plan including language in a “text amendment” allowing zoning changes near the waterfront permitting development such as hotels. However, as of Monday late afternoon, no protest petition has been filed with the Board of Zoning Appeals, according to city officials.
