AHC to Break Ground on Reed Avenue Complex in February

Construction of affordable housing complex expected to take 18 months.

Housing nonprofit AHC, Inc. will break ground on its Jackson Crossing building at the corner of Route 1 and E. Reed Avenue in Alexandria in February.

The 78-unit affordable housing complex was subject to much debate in City Hall this year when Lynhaven neighborhood residents expressed concerns the building would complicate an already difficult parking situation in the area.

As part of a financing package for the project, AHC will charge residents $35 a month for parking in a below-grade garage. Residents said the new renters would likely park for free on already crowded streets to circumvent the parking fee in the new building.

In January, Alexandria City Council overturned a recommendation from Planning Commission to waive the charge for parking fees.

“Parking is an issue we will discuss,” Mayor Bill Euille said in January. “I honestly believe [the project] is something we need to do. If we don’t do it, it sends a message we don’t care. We do care about providing affordable housing.”

Alexandria loaned $2.5 million to AHC and transferred a city-owned parcel of land on Jefferson Davis Highway for the project.

The project lot includes seven parcels of land along E. Reed Avenue. Construction is expected to take 18 months. Leasing could begin in late 2015.
