Young Proposes $585.6 Million City Budget

Proposal includes no tax rate increases.

Alexandria City Manager Rashad Young proposed a $585.6 million budget for Fiscal Year 2013 on Tuesday night at .

The budget includes no tax rate increases. Total spending increases by 3.3 percent ($18.7 million) from FY 2012.

“The proposed budget—built using the city’s strategic plan to guide our decisions and shaped by City Council’s guidance—maintains Alexandria’s core services without making major reductions in other service areas,” Young said in a statement. “City government will continue to deliver efficient and effective services to the community as we continue to emerge from the tough economic times of the last several years."

Young identified the city’s core services as education, public safety, infrastructure maintenance and transportation.

The budget for city operations increases $8.5 million. It provides an additional $5.6 million for police, fire, sheriff and emergency communications departments, including funding to prepare for the opening of a new fire station on Eisenhower Avenue.

Alexandria City Public Schools would receive an additional $5.8 million, which exceeds the amount requested by Superintendent Morton Sherman.

The proposed general fund tax rate will remain 99.8 cents per $100 of assessed value. The city’s real estate tax base grew by 3.4 percent. The average homeowner would pay approximately $52 more than last year.

Council will hold a multitude of work sessions that are open to the public and two hearings before adopting the budget, which is scheduled for May 7.
